2.11 sprint ending 2022 11 23: tabs, iucn, dwc-a prevent cache, core 7.94

Following code changes, as per done in https://github.com/orgs/NaturalHistoryMuseum/projects/34

• #6501 - restore missing tabs
• #6564 - get iucn facility working again by using their new v3 api
• #6583 - ensure non cached previous copy not used for darwin core export
• #6612 - update Drupal to 7.94 (from 7.82)
