feat: converge UI asset production delivery

Outcome

• prioritizes the selected Design System direction while completing every sibling
• preserves candidate-local page and resource frontiers across Retry
• reruns direction-specific planning when a failed candidate has no resumable frontier
• adds honest delivery progress and fail-closed, byte-verified delivery evidence
• closes packaged result/progress with identical terminal state
• prepares Cutout v0.1.14

Real packaged gate

Fresh background macOS VM run 041 passed with three ready Design Systems, three distinct route suites/resource packs, 50 planned and 50 actual image calls, and a real transient failure that resumed from pages 3/7 to 4/7 without settled replay. progress.json and result.json match at terminal passed; sanitized evidence is committed under the Trellis task.
