This PR adds functionality to the OSS Tracker that allows you to:

  • Generate a report with the total numbers of downloads to date (in total, per project, and per release).
  • View a line chart that shows evolution of downloads (total, project, release) over time

These are stored as separate types in the `osstracker` index, so that we can have the denormalized data that then allows us to create visualizations in kibana where we reason about "downloads per project" and "downloads per release".
* Data table (for exporting, etc.)
* Line chart with history of total number of downloads and evolvement over time (per project)
