It's probably better to use your plugin manager of your choice.
The vim8 packages are meant to be extracted to .vim/pack since it has the correct folder structure. As the name indicates, this requires Vim 8 or higher.
Note that the official development is happening at https://gitlab.com/Neui/cmakecache-syntax.vim and this is basically a mirror.
