On Windows, Files.move with ATOMIC_MOVE throws AccessDeniedException (not AtomicMoveNotSupportedException) when the destination file already exists. The fallback to REPLACE_EXISTING never triggered, causing ioretry to exhaust all retries and log the "weird I/O error" warning.

sorting in 250 lines and a single class file
i have no idea how to deal with resource files properly so i took a stab at it, but it probably looks like shit and you'll hate it. what in the little-endian fuck though?
