This can raise the question why 3DES is used.

This makes it compatible with tooling that expects yubikeys and their default key. Any default value is anyways not secure unless it were made random for every device, but that would probably lead to people losing their admin key, and not solve the issue of what should be the admin key after a factory reset. |
