Adds a read-only housing-subscription-reference skill with AptToSell's CC BY 4.0 score and deposit datasets, exact source URLs, checked dates, failure modes, CLI adapter and synced skill assets, and feature documentation. No API key or scraping required. Scope excludes personal eligibility decisions and live announcement lookup.

The branch starts at the upstream
devcommit to avoid unrelated changes. CI generation/sync checks need verification; npm execution was unavailable in the current environment.
