写了个类似于学校排行榜的省级行政区的排行榜，以及城市的排行榜（用的schools的数据，因此还有由于生成学校所在城市的数据时错误爬取的导致的「错误的行政区划」的问题）。
考虑到这个功能没人做可能是有滥用之虞，因此我还在FAQ里加了一句disclaimer。
另外在header的menu上加了俩项，如果觉得太宽了也许可以做成submenu整到一个「地区」之类的之下？
