[HOME] Make the homepage second section the top header in place of the carousel #946

URL: https://www.openmobilealliance.org/

Requested in the meeting (Website walkthrough: Homepage header)

• Anchor the homepage's second section as the fixed top header section, instead of leaving it below the top carousel.
• The top carousel was originally added to prioritize visibility of the conformance program. It may no longer be needed in that position.
• Decision: move the homepage's second section to be the fixed top header, in place of the current top carousel.

Action item (Joaquin / OMA Staff):

• Anchor the homepage's second section as the top header

Found in the code

• Homepage content: content/10.home/index.md
• Carousel component: components/content/sh-carousel.vue
• content/announcement.md also references the carousel.
