This caches downloaded files and git repos so when we are working on changes to packaging, we don't have to download them every time we run the build again.

Haven't had time to writes tests for this, and the existing tests are pretty incomplete anyway. But this PR isn't urgent at all, so we can wait to merge until I get around to that if desired. |
