This is the first deliverable of the runtime templates proposal that OpenZeppelin submitted to, and was approved by, the Polkadot Assembly.
This deliverable involves the development and configuration of the components necessary to integrate the following functionality into a generic runtime template:

1. Runtime configured with all pallets in cumulus/parachain-template
2. Runtime includes proxy and multisig configs
3. Developer docs to safely and responsibly adjust configs for:
   a. Tokens/balances
   b. Weights/fees
   c. XCM v3
   d. Parachain consensus

The deliverable includes all necessary documentation related to the components in the template, as well as documentation related to the configuration that OpenZeppelin believes to be a sane default.
It also includes a full test suite of the template.
