Load the latest ds from overturemaps-qa-tiles/nightlies/latest_ds.txt.
Use that to find and download the latest adjudicator ops file from:
overturemaps-qa-tiles/nightlies/ds={latest_ds}/adjudicator_ops.csv
* Just look for presence of adjudicator_ops.csv file instead of latest_ds.txt

This PR adds support for comparing different versions of Overture. The new compare toggle lives in the right hand corner. Here's a screenshot of it in action:
As part of this change, I also am refactoring the Map component to follow the container => pure component pattern. This is still a work in progress.
