Add more hardware attribute to support CINN.

params->interface->get_max_shared_mem_per_block = GetMaxSharedMemPerBlock;
params->interface->get_max_blocks_per_mp = GetMaxBlocksPerMultiProcessor;
params->interface->get_max_block_dim_size = GetMaxBlockDimSize;
