[codex] reset runseal 0.1 cli surface

Summary

• reset runseal to a minimal 0.1 CLI surface
• keep only env and symlink profile injections plus command execution
• add TOML/YAML/JSON profile discovery through cwd and RUNSEAL_PROFILE_HOME
• remove old docs, helper, release, worker, scripts, and subcommand surfaces
