- All-states baseline table: official rate, point tier, P(different tier) under audit noise, expected FY2028-rule cost, bill std dev; sortable, progressive in-browser computation (same 4,000-draw simulation as the state view), row click loads the state - Tier probability bars and tooltips now carry per-tier dollar stakes - URL params (state, audits, levers, eff) for shareable configurations - og/twitter meta tags, SVG favicon, print styles, paint-friendly compute chunking (timeout debounce instead of rAF so backgrounded tabs still render) Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>

Adds the cross-state view and dollar framing to the live tool (snap-qc-sim.vercel.app):
Verified in the browser preview: light + dark, desktop + mobile (table scrolls in its own container), URL round-trip, row-click navigation, takeaway line (7 of 53 jurisdictions ≥40% chance of a different tier; $11.0B/yr summed expected cost).
App-only change — no Python touched.
