Dated read-only assessment of what Microcosm's SNAP units carry versus what rung 3 (Colorado-first prototype) needs — 43-row gap table + memo, every PRESENT claim cited to microcosm file:line at b420d4ed. Documents the JOIN/DERIVE/IMPUTE verdict per cluster, the SPM-unit-vs-assistance-unit mismatch, the target-side (not record-side) scope of Microcosm's aging today, and the sequenced 24–45 lane-day estimate. No code changes.

…r layer's needs

Read-only assessment (sol lane, 2026-08-15, microcosm @ b420d4ed):
rung 3 is a hybrid — joinable survey spine and state-year context,
engine-computed benefit chain, imputation for the QC operational layer
(utility/SUA treatment, deduction composition, certification timing,
expedited service). Two structural findings: Microcosm's SNAP grain is
the SPM unit, not the QC assistance unit; and Microcosm ages
calibration-target dollar leaves, not survey records — no shipped
FY2026/27 SNAP weight product exists, so the future-year population
path is new work in either home. Colorado prototype estimate: 24-45
lane-days across seven sequenced clusters, engine parity first.
