Completes the split decided 2026-08-16: the simulation paper's events section becomes verdicts + estimand discipline + a forward citation to the standalone migrations paper (live at /paper-migrations); the decomposition and both estimators are one sentence here and full treatment there. FACTS R5 supersedes R1's 'billed window' phrasing (FY2017–19 is the pre-named window inside the Sept 2016–Dec 2019 billed interval). Wrapper Revision 9 / iframe r9-20260816; ASSET_V 20260816c.

…ions paper

The three verdicts, the mass-change finding under both estimators, and
the estimand discipline stay in one paragraph each; the full design,
decomposition, and referee record now live in the companion paper,
cited forward (ghenis2026migrations). FACTS R5 records the
supersession of R1's billed-window wording. Wrapper Revision 9;
ASSET_V 20260816c.
