Expose GetTaxRuleForEditing and EditTaxRuleCommand on the TaxRule resource. The read and write formats match: stateIds is mapped on the single stateId of the query and command, and the zip code range returned as two fields by the query is rebuilt as the "from-to" string the commands accept.
