This PR leverages some of the latest updates to OGGM, which are not yet part of an official release - specifically, recent OGGM commits 30de5f4, and 8ad5515. It probably makes sense to wait until the next OGGM release before closing this so that no changes are required for sourcing the proper version of OGGM. |

@drounce if you wouldn't mind giving this a review - I'll close it out and update the main branch. This PR facilitates runing dynamical spinup with frontal ablation for tidewater glaciers. It also includes the mass balance time step index bug fix. |

Noting the timestep issue in the mass balance was with the new daily data; thus hasn't affected any simulations that have been included in prior publications.
