Revise descriptions for our projects #625

Summary

This PR revises descriptions of projects maintained by IBMers. I don't believe we need maintainer signoff for these projects so I'm doing them all in one PR.

Same thought about simulators here since they will be sunset -- just remove the "simulators or"?

I think this is ok as it could be run on a local simulator

This generally looks good to me, these descriptions feel more concise and consistent across the projects now 👍
