build: restore Julia 1.10 LTS support - #76

Lower the julia compat back to 1.10 and put 'lts' back in the test matrix and the documentation build. All dependencies still support 1.10, and the test suite passes there.

julia = "1.10.0 - 1", and the full test suite passes locally on 1.10.11.Version bumped to 0.4.2.
