I think adding python-is-python3 is wrong, the autoconf change fixed the build. |

@blondfrogs This is finished now. turns out that python is not needed to build fluxd. Most won't need to run any of the python scripts, if they do they can install python2 or python3 as needed |

Update to use autoconf 2.64 which will not upgrade to the latest autoconf.
There is no guarantee about backwards compatibility with autoconf
This was found when trying to build on a system upgraded from 20.04 to 22.04
