Title: feat(core): Add Rotate Perspective Spin animation (#81885) #81884

Description:
This PR adds the Rotate Perspective Spin animation mixin and keyframe utility class to the core animation library.

Fixes #81885
Fixes #81884

Changes:

  • Appended @keyframes ease-rotate-perspective-spin to core/animations.css
  • Added the .ease-anim-rotate-perspective-spin utility class with configurable CSS variables (--ease-duration, --ease-timing)
  • Implemented @media (prefers-reduced-motion: reduce) overrides for accessibility
