Fix: Update Artifact Actions to v4 in Release Workflow#7

This commit resolves an error in the PyPI publishing workflow that was caused by the use of a deprecated version of the `actions/upload-artifact` and `actions/download-artifact` actions. The following changes have been made: - All instances of `actions/upload-artifact@v3` and `actions/download-artifact@v3` have been updated to `v4`. - The `publish` job has been adjusted to handle the artifact download behavior of the v4 actions, which downloads all artifacts into subdirectories. A `find` command is now used to collect all the distribution files into a single `dist/` directory before publishing. This ensures the release workflow is compatible with the latest versions of the artifact actions and will execute successfully.
