Adds workspace crates: - ccb-project: project path/identity helpers. - ccb-storage: JSONL store, paths, text artifacts; now includes the CCB_RUST_JSONL_STORE strict-tail helper and error taxonomy. - ccb-storage-classification: storage classification helpers. - ccb-jobs: job/event/submission stores with v8.0.4 project-view summary models and batch/adaptive-scan APIs. Tests and clippy pass for ccb-jobs and ccb-storage.
