What does this PR do?

• Firefox's declared BiDi fields are typed instead of warned and dropped, and spec types stay closed.

Implementation Notes

• Received: Info gets optional mozName / mozScope; moz:scope is a browsingContext.MozScope enum.
• Sent: shared GetTreeParameters / InstallParameters stay spec-only; MozGetTreeParameters / MozInstallParameters are sent only by BrowsingContext.Moz / WebExtension.Moz.
• Not included: typing moz:firefoxOptions on CapabilityRequest (done for Ruby in [rb] type vendor-declared BiDi fields instead of making extended types extensible #18190). Its prefs is a union-valued map, which [java][bidi] Type field-less synthetic map records as Map<String, V> #18122 left opaque per the scope on [bidi] Generators drop the type of a field-less synthetic map record #18106; typing it now would turn prefs into an empty class that drops every entry. CapabilityRequest is extensible, so moz:firefoxOptions is still kept whole as an extension.
