fix: blank screen when opening panels with no session#664

Removed !showBranchTree && !showSettings from welcome screen condition. Previously opening these panels with no session selected showed a blank screen since both welcome and chat content were hidden. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
