Move overrides from defaults-actstracking into the base recipes: - boost: v1.75.0 -> v1.83.0, require >= 1.77.00, drop libpng/zlib - GCC-Toolchain: alice/v11 -> v13.2.0-alice1, require GCC >= 13 - FairShip: add HepMC3 and acts to requires Remove defaults-actstracking.sh as it is no longer needed.
Allow these packages to be picked up from cvmfs when available, avoiding unnecessary rebuilds.
PYTHONPATH, ROOT_INCLUDE_PATH, and ACTS_ROOT were only set in the build script's modulefile section, which doesn't run when acts is picked up as a system package via prefer_system_check.
