chore(solverforge-hospital): release 2.0.6

Target the published SolverForge 0.19.3 runtime across the manifest, resolved lockfile, app metadata, and operator documentation. Bump the app patch version and record the maintenance release so the hospital bundle can be tagged and deployed from one consistent source state.
