Summary
This PR adds a new VApp idea: Decentralized Voting dApp built on top of the Soundness layer.
The app allows communities to create polls, vote anonymously, and verify results using zero-knowledge proofs via Soundness CLI.
Motivation
The goal is to showcase how Soundness can guarantee fairness, privacy, and proof-verifiability in online decision-making systems.
It can also serve as a demo project for other developers in the community.
