When the sampling rate of the audio device is higher than 48KHz, using SK in Yakuza 0 xbox version causes the sound volume to be much lower than when SK is not used.

After changing the sampling rate of the audio device to 48KHz, the volume is the same with or without SK.

That's intentional, though likely has nothing to do with sample rate. The audio volume is reduced during the title screen because SEGA was still playing their logo sound at unacceptable levels for that game.
