Closes #27

Summary

  • Consolidates the duplicated timestamp helper implementations into one coherent set of shared utilities.
  • Normalizes seconds and millisecond timestamps before formatting.
  • Keeps leaderboard refresh timestamps locale-aware and includes the viewer's timezone label across views.

Validation

  • npm test -- --run
  • npm run build
