Readds liches for the mage academy to 'buy'

About The Pull Request

Uncomments the lichdom scroll making ones using it NOT turn into skeletons so it can be a reward from the academy, did NOT readd lichdom as a starting learnable spell so the only place it should be obtainable from is the prospero, it adds 3 factions to the liches not 1 since the same mobs are scattered around the map sporting 3 different factions seemingly put randomly so added it all for consistencies sake.

Vampires trying to become liches lose all their traits, get -10(for int 20) in all stats and get 25 max hp(meaning phylantrophy respawn will not work and instead just make them unreviveable)

Why It's Good For The Game

You can finally use all the necromancer spells that the prospero offers and not have your own minions kill you

If you're concerned about Vampires also becoming liches, you could add a check for the Vampire quirk with H.has_quirk() and make the spell fizzle instead of gibbing the target.

I checked and unless I missed it vampires work off of being an antag not off of being a quirk, if I mistook it correct me and I will add it real fast
