chore: run server in a single process

/deploy renku=release-0.68.0

This is just a test to see if we can do this.

We have a bit of a problem with the many parallel processes. Namely: for every or almost every process we start a new postgres connection pool and we consume more connection. Also every process runs a separate python runtime consuming more memory.
