Upstream openstreetmap-cgimap project has dropped temp tables since quite a while already since they were not needed. |

This change enables the backend to use the correct tenant DB sequences for OSM element creations. The
pgsql_updateconstructor sets up some temp tables, and these commands executed before we set the Postgres search path for each tenant.
