A worker waiting on an hour-long usage-endpoint cooldown could remain asleep after a changed credential or another worker's fresh usage observation made capacity available. Subscription quota waits now check existing local records without network requests, credential renewal, or fetch locks, then return through the normal selection and launch path when relevant state changes.
Keep independent, absolute provider retry deadlines, honor identity-scoped HTTP cooldowns, and leave unchanged siblings on their previous refresh schedule. Cache-only misses cannot create outage-based launch permission. Preserve read-only credential mounts, isolated credential mirrors, macOS Keychain scheduling, custom quota commands, and manager reload semantics. Failed observation retains the ordinary retry path.
Validation: 127 local integration scripts pass, including deterministic scheduling regressions and real loop recovery for paced and
--ignore-quotaworkers. Ruff lint/format, ShellCheck, wheel build, and Compose validation pass. The tests count actual mocked HTTP attempts across credential changes, shared cache updates, expired sibling caches, source-scoped cooldown expiry, failed observations, persistent mirror failures, and clock changes.
