Migration from IDP monorepo

Description

• Add component licenses
• Rename components
• Change NPM namespace to "@tid-cross"
• Improve components documentation
• Add monorepo documentation
• Add Nx as monorepo tool
• Add PR templates, Issue templates, etc
• Add build workflow with Nx caches
• Add publish workflow
• Add Contributor license agreement workflow
