[Textarea] 的粘贴事件有问题，无法获得粘贴的文件 #3849

粘贴系统文件时，不管是 onPaste 或者是 onPasteCapture 事件，都无法获取到 e.clipboardData

目前不在文档上的原生事件 ts 有些问题，第二个参数格式如下，可以这么获取：
