Summary
Fixes #1757
Fix resource exhaustion risks during plugin upload, URL download, and ZIP installation.
The changes add upload and download size limits, stream archive downloads and extraction, and validate ZIP entry count, file sizes, total expanded size, compression ratio, and paths before installation.
