Updated description and links
Description
Improved the description section of the readme. Additionally added OS specific links to the installation section and most commonly used operation links in the operations section.
Motivation and Context
This problem improves the user friendly-ness of the readme allowing the user to spend less time on the documentation searching for what they want and directing them immediately where they need to go.
