First pass dropping in MetPy docs workflows as-is before potentially updating upstream actions

I wonder if we even need scipy at all, since we're not doing any complicated remapping.

Drop in docs (PyPI & Conda) workflows from MetPy
and reuse actions explicitly from MetPy.
Add version parsing, add date parsing for
copyright, update intersphinx inventory links,
remove unnecessary RTD config, from MetPy.
Add and bump minimums for examples with
Python>=3.10. Minimally bump CI constraints for
compatibility with Python<=3.12. Remove
unnecessary Scipy dep and add siphon[examples]
to doc dependencies.
Enable need-cartopy from MetPy and include
map downloading script.

Assuming doc builds come back green this should be good to go @dopplershift.

Edit: looks like I upset Wyoming. Should just need to re-run later.
