Implement verified agent identity and governance enforcement, replacing the self-reported identity model with approval-based registration, scoped credentials, and policy enforcement.
This change introduces an agent registration flow, issues revocable scoped credentials, enforces identity verification and policy checks on all mutating operations (CLI, MCP, REST), and logs all permission decisions to the ledger for auditability. It maintains backward compatibility for existing workspaces via an unauthenticated fallback mode.
