Implement the complete trigger-to-run-to-evidence execution loop with audit trails and retry support.
This PR fulfills OBJ-07 by wiring trigger firing to run creation, dispatch/agent execution, structured evidence capture, and run completion/retry, ensuring all trigger types can initiate runs with full auditability and graceful failure handling.
