Add first-class trigger CRUD/evaluate/history APIs and CLI commands, plus engine support for manual conditions, wildcard event matching, cron next-fire tracking, and trigger schedule field syncing. This enables programmable trigger workflows that dispatch runs through the existing idempotent dispatch contract with full test coverage. Made-with: Cursor
