Symptom. ~170 closed issues in Vycari/pepper still carry auto:in-progress; foreman had 6 (#25, #30, #33, #35, #36, #42 — the tick cleaned those up). Not a live blocker (closed issues are not eligible for triage or build), but it makes label:auto:in-progress counts meaningless and says step 1 (reconcile) has a gap: when an auto PR merges and its issue closes, the state label is not always removed.
Ask.
- Find which path skips the label removal (issue closed by the PR's closing keyword before the next tick's reconcile? reconcile only walking open in-progress issues?) and make reconcile also sweep closed issues carrying
auto:in-progress, bounded per tick.
- A one-off cleanup of pepper's ~170 (label removal only).
