Improve effects blending w/ fog enabled #4017

  • Fixes issues with flickering / z-ordering explosion effects if those effects used the "premultiplied" pie flag (particularly: ArtRev mod explosions)
  • Improve the appearance of effects (particularly, explosion / smoke effects) when fog is enabled
    • Fix visual artifacts with premultiplied effect textures (transparent areas would end up visible due to fog blending)
    • Improve effect additive blending outcomes (when combined with fog)
