docs: add bounty platform comparison dataset for task #250

• add human-readable comparison + analysis: docs/research/bounty-platform-comparison-2026-03.md
• cover 13 platforms (>=10 required), including all platforms listed in issue [TASK] GitHub Bounty Platform Comparison Dataset — 4,000 WATT #250
• include required fields per platform: status, payment rails, chains, bounty range, fees, AI-agent policy, review flow, active-bounty estimate, notable features, API availability
• include analysis section on WattCoin positioning + differentiation opportunities

Validation

• python3 -m json.tool docs/research/bounty-platform-comparison-2026-03.json
• manual consistency check between JSON and markdown table
