[Feat] 팔로잉 목록 api 및 msw 작업

• 팔로잉 유저 목록 GET에 대한 msw 작업입니다.
• 기존 코드의 구조에 맞춰서 작성해봤습니다.
• 아직 팔로우에 관련된 주소가 나오지 않아 임시 주소로 msw를 사용했습니다.
