[Fix] 탭 네비게이션 sticky 위치를 Header 아래로 조정

• TabNavigation을 Header 아래에 고정되도록 수정
• top-0 → top-14 (Header 높이 56px)
• 스크롤 시 Header와 TabNavigation이 함께 상단에 고정
