MAGElection 2017 Release

This release was what was used for the MAGFest Staff Board of Directors election that was held in May 2017. There are a number of functions that do not exist that must be done manually in the database. There are also a number of security checks that are not in place. Future commits intend on fixing these checks as well as porting the program to a PHP framework.
